Meet our new rural housing enabling team

We’re delighted to introduce you to Cambridgeshire ACRE’s new Housing Team: Gary Roffey and Russell Moore. Together – with strategic oversight and marketing support provided by Chief Executive, Hayley Neal – they will be working with parish councils across the county to help deliver much-needed affordable housing in rural communities.

As Rural Housing Enablers (RHEs), Gary and Russell bring local insight, technical expertise and a deep commitment to community-led development. Their role is to work alongside you, from the very first conversation about local housing need through to the successful completion of a scheme.

Gary will be supporting parishes in the north of the county, while Russell covers the south. Both have a wealth of experience in housing and planning, and are passionate about empowering local people to shape the future of their communities.

 

Their work with parish councils includes:

  • Delivering and interpreting Housing Needs Surveys to understand exactly what homes are needed locally
  • Identifying and assessing potential Rural Exception Sites in collaboration with landowners and planners
  • Helping communities engage positively and constructively with local residents
  • Bringing the right partners to the table, such as housing associations and local authorities, to make sure developments are viable, sustainable and truly meet community needs
  • Providing step-by-step guidance through the planning process, funding routes and public consultations

 

Parish Councils play a pivotal role in making rural housing schemes a success. With the right support, these schemes are not only achievable but transformational. They give young families the chance to stay close to home, help older residents downsize locally and ensure essential workers have somewhere affordable to live. In short, they help keep rural communities resilient and thriving.

We are able to continue this vital work thanks to funding from Defra, which supports our Rural Housing Enabling programme until March 2026. We also want to thank the members of the Cambridgeshire Rural Affordable Housing Partnership for their continued collaboration and shared commitment to tackling the rural housing crisis.
