Proof that Rural Housing Enablers are a vital link in tackling Cambridgeshire’s affordable housing challenge
Cambridgeshire ACRE is proud to share the findings of a major national evaluation of the Defra-funded Rural Housing Enabler (RHE) programme, which highlights the vital role RHEs play in helping rural communities across England – and right here in Cambridgeshire – progress affordable housing schemes that meet local needs.
The report, led by the Countryside and Community Research Institute (CCRI), shows that RHEs are making a real difference. By working closely with Parish Councils, landowners, housing providers and local authorities, RHEs help communities understand their housing needs, build trust and navigate the complex journey from idea to completed homes.
Thanks to Defra funding, Cambridgeshire ACRE has been able to support an additional dedicated RHE post (joining our other RHE), enabling us to work with more communities and unlock new opportunities for affordable housing. The evaluation found that RHEs are especially effective when hosted by independent, trusted organisations like Cambridgeshire ACRE, helping overcome barriers and build lasting partnerships.
Importantly, the report shows that RHEs deliver excellent value for money. For every £1 invested, the programme generates up to £3.30 in social benefits – rising to over £5 when looking specifically at the RHE’s contribution. These benefits include improved health and wellbeing for residents, stronger community connections and more sustainable rural economies.
However, the report also highlights a key challenge: short-term funding. With rural housing schemes often taking 5–10 years to complete, longer-term investment is essential to maintain momentum and realise the full benefits of RHE work.
