The road ahead – what the NCVO’s latest report means for rural charities like ours

This year’s The Road Ahead report from NCVO sets out a clear message. The charity sector is navigating a perfect storm—declining income, rising costs and a growing demand for support. For many rural organisations, the pressures feel relentless.

At Cambridgeshire ACRE, we know how important it is to stay grounded while planning for what’s next. The report is a powerful reminder that we need strong foundations, flexible thinking and a clear sense of purpose to continue making a difference in the communities we serve.

Here’s how the findings relate to rural life and what they mean for us moving forward.

 

1. A perfect storm needs a clear plan

Many charities relied on reserves just to get through the past few years. This can’t be a long-term solution. The report makes it clear—organisations must scenario plan to build in resilience and adaptability. That’s especially true for rural charities, where service delivery can be more complex and costly.

For Cambridgeshire ACRE and the communities we work with, this means exploring diverse income streams, strengthening key partnerships and being honest about what’s sustainable. Flexibility is no longer a luxury—it’s essential.

 

2. Political change brings opportunity and challenge

We’re heading towards a period of significant change. Labour’s five missions, a forthcoming Spending Review and the development of a new Civil Society Covenant will all shape our operating environment. These aren’t just policy headlines—they’ll impact how rural services are funded, delivered and valued.

Rural communities must be part of these conversations. Our role as a voice for those communities has never been more important. We’ll continue to engage with decision-makers and ensure that rural needs and opportunities are not sidelined.

 

3. Culture shift calls for stronger leadership and support

The report highlights deep shifts in the way charities operate—from trustee recruitment to digital expectations. For small rural charities, where every role counts, these changes are particularly tough.

But they also offer a chance to do things differently. Investing in skills, embracing digital tools and creating a culture that supports people to thrive will strengthen our ability to lead through uncertainty. At Cambridgeshire ACRE, we’re thinking carefully about how we support both staff and volunteers to feel confident and equipped for the future.

 

4. Strong roots matter more than ever

The report urges charities to focus on what they do best—and to build from that. That means strengthening governance, focusing on strategy and saying no to things that take us off course.

As we develop our own new strategy, we’re taking this advice to heart. We’re reflecting on where we add most value, how we can work more effectively with others and what we need in place to continue delivering impact for rural communities. This is a moment to pause, reset and build with purpose.

The challenges are real—but so is the potential. If we listen carefully to the sector’s collective learning, stay connected to our purpose and support each other through uncertainty, we’ll emerge stronger.
